Approved Water & Sewer Contractors
All utility construction within the roadway area up to the curb line shall be performed either by the Department of Public Works or by a licensed contractor approved by the Department. The Department of Public Works retains responsibility for construction inspections, quality control, and the maintenance of utilities following construction.
If a developer opts to use a contractor not on the approved list, the developer or owner must submit references for approval by the Department of Public Works. The Department reserves the right to reject any contractor. See approved contractors and requirements below:

To perform sewer and/or water construction within the City of Wilmington’s sewer and/or water districts, contractors must be included on the Department of Public Works’ Approved Water and/or Sewer Contractors Lists. These lists are separate—approval for one does not automatically grant approval for the other. Interested contractors must apply for each list individually.
To qualify, applicants must submit a list of five projects in which they served as the primary contractor for a municipality, water authority, and/or wastewater authority on a highway and/or street project. Each project listing must include:
- Project name
- Scope of work
- Approximate project date
- Name and phone number of the inspector, engineer, or site representative overseeing the work
Submit water project information to Luis Camacho at lcamacho@wilmingtonde.gov.
Submit sewer project information to Michelle Devillers at mdevillers@wilmingtonde.gov.
Please allow 30 days for review. If approved, contractors will begin in a probationary status for their first project. Upon completion, the Department of Public Works will evaluate workmanship and integrity to determine if the contractor may remain on the Approved Water and/or Sewer Contractors List.
Note: Contractors may be removed from either list at any time if their workmanship or professional conduct is found to be unsatisfactory.
